The initial attacks were over within an hour, there was an enormous amount of damage to ships and around the harbour, the navies acquitted themselves quite well but the effect of the raids on the civil population especially the dockside workers was to become the subject of a Commission of Inquiry by the Justice Commissioner Mr Justice Lowe.
